Vulnerability

JCU considers the following vulnerabilities when defining her constituency:
  1. lack of knowledge about legal rights;
  2. lack of knowledge about how to realize those rights and who can assist;
  3. lack of financial means to afford a paid lawyer;
  4. intimidated and fearing government institutions;
  5.  lack of or limited physical access;
  6. low level of education;
  7. facing power imbalances (within the family, the community or on an institutional level).
The key understanding to vulnerabilities is that these are not natural or God given impediments to access to justice. Rather, society and its members create vulnerabilities for people.
