Frank Kaggwa

Frank Kaggwa is the Senior Legal Officer at Lira Centre, carrying the centre’s more complex litigation and supervising junior officers. He represents indigent clients in the courts serving Apac, Pader and Lira and leads on strategic cases with wider community impact.

He holds a degree in Business Administration and has specialised training in records and office management. He previously served with a human rights organisation in the region, supporting survivors of gender-based violence through the justice system.

He is passionate about making the law understandable — his community sessions are known for turning complex procedure into plain language.
